Afrique : cherche élites désespérément !

Simply mentioning the connection between ethics and finance in the African context leads to immediate sighs of general commiseration on this corruption-stricken continent. While corruption is an undeniable fact of African reality, does this alone explain away all the ills, the dysfunctional aspects and poor performance? What if corruption were merely the symptom of a deeper malaise that takes the form of political failure, of disruption to the feeling of belonging, of a lack of recognition of and consideration for fundamental values, of lack of responsibility, of a breakdown in social relationships, and of a constant and omnipresent contradiction between ‘State of Law’ and ‘State of reality’ or, to be more precise in the African context, between ‘social facts’ and ‘appearance of the Law’? |

Le présent numéro de « Finance & the Common Good/Bien Commun » tente de sortir des sentiers battus, faits des renvois rituels aux pratiques de la « bonne gouvernance » et d’appels à la lutte contre la corruption, pour attirer l’attention du lecteur sur des explications moins classiques de la dérive économique africaine et pour envisager des remèdes possibles. En effet, avec près de 15% de la population mondiale pour une part toujours décroissance au PIB, l’avenir économique de l’Afrique paraît bien compromis. Pourtant, dire cela c’est oublier deux faits fondamentaux. Premièrement, une part importante de l’activité économique en Afrique relève de l’informel et donc échappe aux statistiques. Ensuite, comme le montrent des études récentes, le PIB par tête est un piètre indicateur du sentiment de bonheur ; très probablement cet indicateur est encore moins pertinent appliqué à l’Afrique qu’aux pays dits développés...
This issue of ‘Finance & the Common Good/Bien Commun’ tries to trace a path that reaches beyond the beaten track, the ritual references to the practice of ‘good governance’, the calls to fight corruption, and draw your attention to less well-known explanations of the African economic dilemma as well as suggesting some of the possible remedies. In effect, with almost 15% of the global population, and a continually decreasing GDP, the economic future of Africa appears to be seriously compromised. Yet saying this fails to take two fundamental aspects into account: firstly, an important part of African economic activity is part of the informal sector, and as such, is not considered in the statistical analyses; secondly, as recent studies have shown, the per capita GDP is a very poor indicator of feelings of happiness. And this indicator is probably more relevant when applied to Africa than to many of the so-called developed countries...
